Powers ignoring BA/AA have issues.

Description

Ignoring BA/AA abilities are frequently misunderstood by players, and Core/Curse cards designs that allow them to be ignored are almost unusable in many cases (especially all hammers/maces) except against very specific story banes, especially ones that list "a local character does X", which are almost un-ignorable in practice unless at a location alone.

Some examples? I can't remember a time I didn't clearly know what to do when ignoring a BA or AA power. Then again, I rarely have the opportunity.

Presumably, the theory is that:
"For your combat check, reveal to use Strength or Melee + 1d8; if proficient, against a monster, you may additionally reload to ignore its after acting powers." Should really just be:

"For your combat check, reveal to use Strength or Melee + 1d8.

If proficient, reload to ignore a local monster's before acting power."

But I'd take it a step farther and say:
"For your combat check, reveal to use Strength or Melee + 1d8.

If proficient, reload to allow a local character to ignore a monster's before acting power."

Was the power meant to work outside of someone using the weapon to attack?
