openFumbus recharges discarded cards.
Description
Fumbus, Fumbler Role can draw cards, then discard them to his power to buff any of his checks, then have them recharged. Keith indicated that this was not intended in the forums.

Given the issue is that the card cost of the buff to any skill is circumvented by the recharge, I would just change the power:
"At the start of your check, you may draw a card. If you do not play it by the end of the check, recharge it and suffer the scourge Poisoned."
To say the following:
"At the start of your check, you may draw a card. If the card is still in your hand at the end of the check, recharge it and suffer the scourge Poisoned."
This removes the ability to avoid the card cost. Though I still think it is a powerful ability for local support.

Honestly, the power may be more messed up than it's worth. It's pretty broken even without Vic's instruction to recharge the banished/buried/discarded card afterwards.
"At the start of your check, you may summon and play the top card of your deck."
"At the start of your check, you may recharge a card to draw a card."
"When you encounter a card, you may draw a card; at the end of the encounter, recharge a card and suffer the scourge Poisoned."
