Description

The timing of suffering damage is often "fuzzy" when there is more than one relevant effect.
Is there a proscribed order for how damage abilities take effect? Does it depend on the type of effect or source or mandatoriness of the ability?

Even just considering powers that nominally have the same timing of "When you suffer damage". Is the timing up to the player? To give a few examples of the variety:

Bracers of Protection: When you suffer any damage, recharge to reduce it by 1.
Elemental Treaty: When characters at this location suffer Acid, Cold, Electricity, Fire, or Poison damage, reduce it by 1.
The Avalanche: When you suffer damage on your turn, each other local character suffers 1 damage of the same type.
Deadly When you suffer damage, it is increased by 1.
Amiri Resistance Fighter: When you suffer damage, you may discard from the top of your deck instead of your hand. When you suffer damage, you may examine the top 2 cards of your deck. Then you may recharge any of the examined cards.

And likewise pre-Core with dealt damage. To give a simple example:

Curse of Vulnerability: While displayed, you may not reduce Acid, Cold, Electricity, or Fire damage dealt to you. While displayed, Acid, Cold, Electricity, or Fire damage dealt to you may not be reduced. If you are dealt 2 or more Acid, Cold, Electricity, or Fire damage, banish this card.

The intuitive reading of Curse of Vulnerability is that if someone is dealt 2 Acid damage, that damage should be irreducible. However, the timing as written seems to stop the curse from being displayed before the player would have the opportunity to reduce damage. I will say that in my play experience, I've only witnessed the intuitive reading. But the problem is that intuition doesn't always help when trying to figure out how the card interacts with other effects (for example Curse of Vulnerability + Toxic Geyser and/or Hall of Blessed Rebirth).

I'm not sure what the question is here. Damage happens either when it says it happens or when the rulebook says it happens.
The effects that apply to damage apply when you take damage. Unless one or more say 'immediately', you choose the order in which the powers occur until they are all dealt with. This is the generic timing rule.
