Giant Fly not annoying enough.

Description
Giant Fly technically should be banished from being defeated once, RAW (at least as per Vic's rulings about doing things with cards no matter where they are), but this doesn't match player intuition or rules as intended.
Suggested change to the powers of the monster, from:
"If undefeated, bury a random card from your discards.
After acting, shuffle this monster into a random other location."
to:
"If undefeated, bury a random card from your discards.
If defeated, do not banish this monster; shuffle it into a random other location instead."
This removes the ability to get it out of your current location by failing the check, but also removes the weirdness of shuffling it away before the check to defeat is even resolved.
Also brought up in the Vic's interpretation ticket.
It is perhaps worth note that blunt weapons and electricity effects specialize in stopping "after acting", so if you make it "if defeated", you'd lose the ability to fly swat or bug zap the guy which... would be sad?
I just find it odd that you would shuffle away the fly before you even know if it is defeated or not. (After acting happens before Resolve the Encounter.)
