The fate of displayed cards at closed locations unclear.

Description

There were rulings on what happened to a card displayed next to a Core location when its closed (https://paizo.com/threads/rzs42upm?What-happens-to-preCore-cards-displayed-next#11), but it didn't make its way into a FAQ. Furthermore, it seems to functionally change a post-Core card (Mist Horn), which probably isn't intentional as the ruling was supposed to make pre-Core cards work.

I find that most powers that allow you to display a card at a location have some way to interact with that card, either to draw it again or to use it for something. In the event that the location is closed before something allows the card to be used, or if it was not intended for the card to be used, I believe the card should be left alone. What I mean is that, if the party decided to close the location before the card was recovered, they obviously chose not to have it; or if the situation was that the party was not supposed to have the card any more (as a negative power), giving the card back to the party, even in the form of burying, not only causes issues of who's it is/where does it go, but also allows the party to use power to manipulate buried items to affect the card, when the intention may be that they can't affect that card for the rest of the scenario.
In essence, I think cards displayed at a location that closes should be 'set aside.' Some scenario powers say to set aside cards; this is a place somewhere on the play table. Just set the displayed cards aside and then at the end of the scenario the rules tell you, "Finally,
put any remaining cards back in the vault." They are essentially banished.

Which cards aren't covered by their own rules or p16:
Next, if any boons that are displayed or in a recovery pile could be
recovered, banished, or removed from the game when a certain condition
is met (such as during recovery, at the end of an encounter or a turn, or
when a location closes), process them as if that condition is occurring;
treat all characters as local while doing this. Then put all non-boons back
in the vault. Next, rebuild your deck (see Rebuilding on page 17). Finally,
put any remaining cards back in the vault.

The original issue is about what to do with the cards at the time the location closes. I'm suggesting a solution that pushes it back to the end of the scenario.
