Vic has stated:
"We are contemplating this change to the Owner rule for PACS:
In the places in the Guide that tell you to choose a card using the Hierarchy, we would instead say something like “choose from your unused cards that have the lowest level; if an unused card lists your character as the Owner and has a level no higher than your tier, you may choose that card instead.” (This would allow the owner to take the card as an upgrade as soon as they hit the appropriate tier, even if they haven’t earned all the lower-level cards first.)
(In non-PACS play, the rebuilding rules would say "If a card in the vault lists your character as the Owner, you may choose that card regardless of its level.")"

The Hierarchy Sidebar Pg7
When this guide tells you to choose cards from your Class
Deck box using the Hierarchy, first set aside all of the cards
that are already in use as part of your deck, then choose from
your unused cards starting at the top of this list and working
your way down until you have chosen enough cards.
If an unused card lists your character as the Owner and has a level no higher than your tier, you may choose that card instead.
The original comment by Vic implies to me that the Hierarchy sidebar is being removed entirely, and that wording will replace all mentions of the Hierarchy. If I were to issue an FAQ, that is likely what I'd do. I spot 4 uses of the word Hierarchy in Guide 6.1 (not counting uses within the sidebar itself). For a potential FAQ wording I would go with something like:
How do Owner cards work now that the Basic trait no longer exists?
If you are listed as the Owner of a card, you should be able to select it when building or rebuilding your deck. Most cards with the Owner trait are level 0, but some characters such as Sajan have higher-level Owner cards. When this is the case, you need to be a tier at least as high as the card's level before you can select it.
Resolution: Remove the Hierarchy sidebar on page 7 and replace all references to the Hierarchy as follows:
- On page 7, under Starting a Tier 1 Character, replace "Choose these cards using the Hierarchy in the sidebar at right." with "Choose from your unused cards that have the lowest level; if an unused card lists your character as the Owner and has a level no higher than your tier, you may choose that card instead."
- On page 10, in the left column, replace "If you gain a card feat, add a card of that type from your Class Deck box to your deck using the Hierarchy in the sidebar on page 7; if your character is Tier 3 or higher, you may instead choose a card of the appropriate type that has a level at least 2 lower than your tier." with "If you gain a card feat, choose a card of that type from your unused cards in your Class Deck box that have the lowest level; if an unused card of that type lists your character as the Owner and has a level no higher than your tier, you may choose that card instead. If your character is Tier 3 or higher, you may instead choose a card of the appropriate type that has a level at least 2 lower than your tier."
- On page 11, in the left column, replace "choose the extra cards you need from your Class Deck using the Hierarchy in the sidebar on page 7" with "choose the extra cards you need from your unused cards in your Class Deck box that have the lowest level; if an unused card lists your character as the Owner and has a level no higher than your tier, you may choose that card instead."
- On page 14, under Appendix 1, replace "She chooses an ally slot with her card feat, and, using the Hierarchy in the sidebar on page 7, adds a B ally that has the Basic trait to Lem’s deck." with "She chooses an ally slot with her card feat and, choosing from her unused lowest-level allies in her Class Deck box, adds a level 0 ally to Lem's deck."
- Status changed from Awaiting Review to In Progress
Setting back to In Progress until the Errata team proposes final wording for the FAQ entry and puts it into the issue description.
