While not official, even by Vic, yet, here is the thoughts Vic had on the upcoming changes:
"We are simplifying the Hierarchy to card level alone, with no consideration of the Basic trait.
More precisely, the Hierarchy only needed a name and a sidebar because it’s complicated and because it’s needed in several different places; I intend to actually delete the Hierarchy and rewrite each of the sentences that currently refer to it with a simple instruction along the lines of “choose from your unused cards that have the lowest level.”"
Yewstance:
"There are a very small selection of extremely high-level Owner cards; the best example being the Demonbane Temple Sword +3; a very powerful Weapon 6 from the Monk Class Deck and Owned by Sajan... As it stands, what rule prevents a PACS Sajan taking a Weapon 0 (or B/C) Deck Upgrade at the end of his first scenario and including the weapon?"
Vic:
"You're right—it's busted in the Deck Upgrade process. Will fix. For now, don't do that. :-)"

The errata to Owner cards in PACS addresses the issue of out-of-tier cards, no decision on Hierarchy has yet been made by Vic/Paizo.
I suggest the following wording as Guide errata to bandage the issue:
"when the Guide instructs you to choose a card based on the Hierarchy, instead choose from your unused cards that have the lowest level."
